This NPO has been introduced on other threads in this platform but I want to post about it.
Japan Cat Network.
They rescue cats, take care of them then eventually find them a new family.
I believe they currently have one shelter in Tokyo and another one in Kyoto but they are looking for members in other areas too (foster family etc).
